When can you reduce Microsoft 365 licenses under NCE?
Checked October 27, 2026 by Accred Consulting
Under Microsoft’s new commerce experience (NCE), you can cancel a subscription or reduce its license count only within the first seven days (168 hours) of a term: at purchase, at renewal, or when licenses are added mid-term. After that window you can add licenses at any time, but you cannot reduce them until the next renewal.
The seven-day rule
| Change | When it is allowed |
|---|---|
| Add licenses | Any time |
| Reduce licenses | Within seven days of when those licenses were added; otherwise at renewal |
| Cancel the subscription | Within the first seven days of the term, with a prorated refund |
| Reduce after the window | Not allowed: Partner Center returns an error until the next renewal window |
A reduction inside the window is refunded as the full amount minus the prorated days the licenses were used.
What this means for license savings
- Find unused and inactive licenses well before each renewal, and make the change in the renewal window.
- Between renewals, reassign unused licenses to new starters instead of buying more.
- Check the renewal date and term of every subscription before promising a client a saving.
- Business plans have a separate limit: up to 300 seats in total across Business Basic, Business Standard, and Business Premium.
Accred License, in development, follows this rule: it allows a reduction only inside the window and otherwise offers to note the change for renewal.
